Peru was a priority country for the NHRF from 2002 to 2011, although the Fund had supported human rights projects in the country since 1990. Following the internal armed conflict (1980 – 2000) and persistent high levels of inequality, large parts of Peru’s population remain poor and exposed to violations of their economic and social rights, women’s rights and the right to not be tortured. The NHRF’s priority in Peru has been to support organisations working in the rural areas focusing on economic, social and cultural rights, domestic violence and indigenous’ rights.

In 2010, the Board of the NHRF decided to phase out Peru as a prioritised country.
